I cannot really comment on that as I only use a redirect router with
and empty data= line to set address_data, not add/remove headers. But
why do you have the headers_remove portion quoted? Also, what version
of exim are you using, there was a problem with an earlier version when
adding/removing headers but I do not remember if it was a 4.3x or 4.4x
problem.
