You have been able to add headers in MAIL and RCPT ACLs as well as DATA
ACLs for a long time. Not "pretty well any" ACL, but "pretty well any
ACL that is concerned with a message", which now means MAIL, RCPT,
PRE_DATA, and DATA.

Yes, the placing stuff will be enforced whichever ACL you use.
