are you experiencing the delays when running tests as a user other than
root or exim (these two accounts have their UID hardcoded in the
binary). any other account may have to do lookups in a naming service
(NIS, LDAP, whatever your nsswitch.conf says) which can take time.
if you're seeing the problem with root, strace (or truss in Solaris) may
reveal what Exim is waiting for.
