You have followed instructions for integrating Mailman with Exim
4.x. You are running Exim 3.x (from what I can see in the snippet of the
configuration file above).

You said you run Debian? There are debs (is that what they are
called) for Exim 4.x. You need to install Exim 4.x and then use those
Mailman guides.

Andreas Metzler makes .debs for Exim! You can google for where to get
them.
