I think some combination of envelope-level forgery protection (which I am
working on) and message data forgery protection (such as domain keys) will
go a long way to dealing with the forgery problem. Neither of them
requires changes to SMTP, and neither of them causes significant breakage
which cannot be handled locally at sites that deploy the technology.

The problem with SPF's breakage is that it causes problems for innocent
third parties and sites that deploy SPF can't mitigate these problems.
