This may seem a rather unusual and dangerous requirement, but is there
any way to force exim to deliver mail (to /var/mail) for a user who
doesn't yet have a home directory!
I have managed to get past the check for a .forward file by checking
for the existence of $home and using a global empty .forward if this
fails. However delivery still gets deferred in the next router with a
chdir failure.
