You can use "no daemon" configuration:
* no daemon is listening on port *:25
* queue runs for messages that failed to be delivered "at once" are started as
cron jobs
OR
you can make exim daemon listem only on lopback interface -
set local_interfaces to one element list containing only 127.0.0.1
