You should use -tls-on-connect on port 465 and normal(ish) SMTP on port
587. I say "ish" because you might want to use a different ACL than on
port 25, e.g. requiring encryption and authentication.
We start Exim with something similar to:
exim -bd -tls-on-connect -oX 465 -oP /var/spool/exim/exim-daemon.465.pid
exim -bd -q5m -oX 25:587 -oP /var/spool/exim/exim-daemon.pid
