You can also use exiscan's MIME ACL to do the job:
deny message = Sorry, noone speaks chinese here
condition = ${if eq{$mime_charset}{gb2312}{1}{0}}
You can also optionally add "control = fakereject" to that like David
has proposed.
In the DATA ACL, you can only check the main part MIME headers (the
"top" entity), since stock exim does not "see" other MIME parts of the
message.
