[exim] local_scan and acls, what order?

to *not* run through spamassassin. I'm trying to figure out if I can
use the acl_smtp_data acl to do that, but I don't really understand
what order things run in. Does the the local_scan run first, or the
acl? Pointers to TFM would be great...
