AFAIK that isn't true, at least of the most recent draft of the license.
You're only required to register if you *develop* software that uses
SenderID. IANAL, of course, and in the case of open source software the
distinction between "developer" and "user" can get a bit hazy.
There's been a *lot* of discussion about this at various times on the
