That's because the ACL specifies that message:

>>   # Accept valid (and reject invalid) recipient adresses in cyrus domains
>>   accept  domains       = +cyrus_domains
>>           endpass
>>           message       = Recipient unknown/invalid
>>           verify        = recipient/callout=random,5s
