[Exim] Retry: strange behaviour?

One of our campuses experience a power failure for about 2½ hours. I
would expect exim to keep the emails in the queue in accordance with
these retry rules:

# If DNS lookups timeout, drop the mail after trying for a hour.

*                   timeout    F,1h,12m;


# Local machines are retried more regularly (i.e. 1 min).

*.sun.ac.za         *              F,12h,1m; G,24h,10m,1.5; F,3d,3h


# Everybody else starts with a 12 min retry interval.
*                   *              F,2h,12m; G,16h,2h,1.5; F,2d,4h

But this happens to email sent to be delivered there:

I am using exim 4.34.

How can I prevent this?
