In this case, Exim is started in runlevels 2, 3, 4, and 5, and it's started
fairly late in the startup sequence, and shut down fairly early in the
shutdown process.
At one point, we had a sequencing problem between MySQL and Exim starting
up.
The 80 and 30 show up in the file (symlink) names in
/init/rc.d/rc5.d (or 4, 3, or 2) for the 80, and in
/init/rc.d/rc6.d for the 30
