You can't have per-user settings during any type of SMTP-time checks w/out
coaxing, and the coaxing is often ugly. Messages processed during the SMTP
session can be destined for multiple users on your mail system, so which
user's setting do you use? Remember, once you accept the recipients, you
have to either accept or reject the entire message. This makes SMTP-time
rejection w/ per-user settings near impossible.

You can do this w/ Exiscan, but it's not perfect. See section 6 of the
exiscan-acl-examples file.
