You don't say how you are testing the filter file, my guess is that you are
using the -bf command line option.

You need to use the -bF option to enable the extra commands. When using exim
in the filter test mode, the message is not routed normally and so your
transport settings are not used. In fact, I'm not sure if the config file is
read at all.
