You can use recipient callout verification on the front instance to
ensure that the inner instance is happy before accepting a recipient.
That helps, but does not solve the whole problem, because rejections
after scanning the data are still going to be "inside" your combined
system. The only sensible thing to do for that is to discard rather than
reject.
