Are you *sure* this is what's causing it?

I don't know, but shouting is unlikely to help track it down. Are you
trying to run Exim from inetd/xinetd or something? That would be the
obvious cause. Alternatively, it's almost certainly something on your
system which is repeatedly starting Exim. Check your cron jobs.
