[Exim] smtp_accept_max

Hi,

I've had a look at the FAQ's and trawled google, but cannot seem to find out
if smtp_accept_max just counts the number of extablished conenctions, or
whether it it includes connections in the TIME_WAIT state.
Would be very grateful if anyone can shine some light on this.

I need to implement some throttling for inbound traffic, so it's important
that I set this parameter correctly.
