You cannot refer to environment variables with ${...}.

procmail_redirect:

user = popuser
path = "/usr/bin:/usr/local/bin:/usr/local/etc"
command = "procmail -t -f $header_from -m USER=${local_part}@${lookup{$domain}lsearch{/usr/exim/rewrite_options}} /usr/local/etc/procmailrc"
delivery_date_add = true
