Standard practice here is to try and reproduce the problem under debug
so you can see whats causing it, so do
/usr/sbin/exim -d -bh 1.2.3.4
where 1.2.3.4 is an appropriate ip address (ie one thats not able to
send that you would expect to be able to).
That gives you an SMTP session faked from 1.2.3.4
You should see from the debug output just what is causing the reject.
