Hi Peter
I hit the same problem recently setting up a new exim install. The
solution turns out to be pretty straight-forward: make sure there's a
accept authenticated = *

in the ACL before you do the sbl-xbl check, so in your example, this
would come, IMHO at least, straight after

accept hosts =
