With respect, that doesn't *fully* simulate, since it doesn't attempt
callouts.

There's a long-standing wishlist item for -bh to try a callout: it
seems to me that it would at least be nice to have that as an option,
even if it wasn't the default -bh behaviour.

I have a separate script (lashed-up and entirely unfit for public
distribution, sorry) which I run when the occasion arises, which does
an approximation to a callout, but I'm very well aware that in detail
it will differ from what exim would do.

ObCallout: Why -do- so many Chinese MTAs reject <> as envelope sender?
It seems to be a national sport, almost.
