[Exim] remote host address is the local host

When attempting to route an address to a local IP address, using an
SMTP router whose transport has the protocol set to LMTP, I get the
above message, and the router defers the address.

I've set "allow_localhost" in the relevant transport, but this problem
appears at routing time, and I can't find any setting which allows the
manualroute router to route addresses to the local host. Is there
none, or am I not looking hard enough?
