I don't know if OE will do TLS. I think it's MS's Propriatery version of
TLS only, but I could be wrong.

As for not advertising, the answer there is "Of COURSE it doesn't show
them!". You are not on a TLS session, therefore the
server_Advertise_condition evaluates to false, and the authenticator is
not advertised. If you were connecting via a TLS link they would show.
