I am looking for assistance with a problem I am having with OE clients.
I have tried enabling and disabling SSL and using "Use same settings as
my incoming mail server" vs "Log on using".
Mozilla Thunderbird and evolution1.5 are other smtp clients which are
able to use the TLS+auth correctly.

If Outlook would have authenticated all would be well. At first I
thought I was having the Norton Antivirus TLS issue, but with that
disabled I still get this result. Any ideas?
