Unfortunately the only way a web interface could be "complete" is to
put the entire configure file in a textarea for you to edit.
There are simply too many options, and too many things that can be
changed in too many ways.
The best thing you can do is learn Exim more and more, to the point
where editing the file become second nature, if you're that worried
about it.
You can also think about it practiclly: How long does it take to edit
one line on the box? 1 minute? 2 minutes? 5 minutes?
How often do you need to make a change that can't wait 5 minutes?
