Actually if you wanted to find out who was on a specific UK based
residential dynamic IP that was causing you problems with a view to
suing them you simply need to apply to the Courts under section 32 (IIRC
although a solicitor could advise you better, I know the police use
section 29(1) ) of the DPA and the UK based ISP have to give you the
customers name and address.
How much more accountable do you want :-)
