Hmm.. I may have misled myself here. I take your point, and looking at
chunks of mail logs does show some not to have completed. This seems to be
because they were completed in the next log, or in the bit after head
truncated the file.

Oops.

However, I'd like what I thought was the state of things to actually be. I
can understand Exim will want to deliver before sending 250, but in
today's deluge of spam, I'd like to alter the delay modifier such that it
notices (immediately) if the other end drops the line.

Sorry to all those my misleading myself has misled..
