acl_check_helo:
     deny message   = You gave me an IP address.  I want your name.
          condition = ${if isip {$sender_helo_name}{yes}{no}}
          delay     = 20s

acl_check_mailfrom:
     deny message   = Polite people say HELO first
          condition = ${if def:sender_helo_name {no}{yes}}
          delay     = 20s

(The "delay" is just a little something to stall non-compliant senders).
