I believe $message_size could be used in an expansion in your version of
Exim.
However there is no need to even try that on it. On this list lives a
nice guy called Andreas Metzler, who packages Exim for Debian and he
has even done it for Exim-4.32. So Just grab the exim4-daemon-heavy (or
something closer to that name) and install it.
You will have the advantage of the sophistication of Exim (ver 4.x) as
well as Exiscan - which will help you block worms and viruses without
bothering much about the message_size, just a little.
