"Completed" does not mean "delivered". In this case, the message could
not be delivered; it bounced. The remote host to which Exim was sending
it rejected it with a permanent error code[*]. That's what the ** line
tells you. A bounce message was generated. Check on what happened to
1BGdZE-0006Bs-VR; it should have been returned to the sender.
[*] The wording of the message suggests that the error is one that
really should have given a temporary error code, but that is not Exim's
problem.
