Kind of. Something like (RCPT ACL):

  deny    domains = local_domains
          !verify = recipient/callout=10s,defer_ok
          message = local recipient failed to verify

You have to think about (for example) alias files though, so I don't think
it's as straightforward as you might have hoped.
