[Exim] acl_smtp_connect

folks,
somehow my acl_smtp_connect is not working

config file
acl_smtp_connect = check_connect
check_connect:
deny hosts = lsearch;/etc/exim/acls/hostrejectconnection
accept

hostrejectconnection file
63.203.253.2


when i do a /usr/exim/bin/exim -bh 63.203.253.2
>>> check hosts = lsearch;/etc/exim/acls/hostrejectconnection
