Are you sure? I would expect that to reject in both 4.31 and 4.32.

The rules are:

(1) If you do not specify smtp_accept_data, the default is "accept".

(2) If you do specify smtp_accept_data, it operates like any other ACL,
    with an implicit "deny" at the end.
