[Exim] default for acl_smtp_data in 4.32

Hi!

Default for acl_smtp_data is changed from accept to deny in 4.32.
I did not find this in the ChangeLog, but acl with single rule

  discard message       = This message contains a virus ($malware_name)
          malware       = *
          logwrite      = Infected by $malware_name

cause deny all messages with "550 This message contains a virus ()"
SMTP-reply for 4.32. 4.31 works ok.
Empty acl_smtp_data in 4.32 caused "550 Administrative prohibition"
reply after data for all messages.
Adding word "accept" at the end of this acl fixed the problem.

Is it a bug or feature?
