I has this issue originally - in my case I moved everything into
/etc/mail/ and made sure that the exim user was a member of the "mail"
group (which is the group /etc/mail/ is owned by).

Not sure if this is the right way or if there's a workaround, but this
worked for me - keeps all my mail configs in one place as well, as I use
separate files for all my virtual domains etc.
