Afaict they are not independent, the retry rules allow to set _minimal_
waiting times. When a message is retried dpends on the combination of
retry rules and queue run frequency.
If you run exim -q5m messages will indeed be retried in 15 minute
intervals for two hours, if you use -q1d the message will only be
tried once a day.
