[Exim] root as return-path...

We've got a situation where a php program run from a hosted website is
setting the return path as <root@???>. There's no
"From:" header, though the php program doing the sending could add a
"From:" header.

The email is going to three recipients, two off the box, and one on the
box.

The two off the box get the email, but the one on the box doesn't.

The log entry in mainlog looks fine:

But the local user, rob, is not getting the mail.

Any ideas what I should look for in my exim.conf file? Or
alternatively, if this is a return path problem (which I'd think it was
except I can't find anythin to say so in the logs), how I can ask the
programmer to change the php program so it'll use the proper return
path?
