[Exim] Showing rejection reason in default ACLs?

The default configuration contains two acls stuff like this one

  deny    domains       = +local_domains
          local_parts   = ^[.] : ^.*[@%!/|]

I wondere whether the lack of
message = restricted characters in address.

is purpose or oversight?
