[Exim] exim-4.31 minor spec bug

When integrating my patch (ChangeLog: exim-4.31/64), you haven't updated
the documentation to include the qualify_domain option in S22.10 (Private
options for the redirect router).

I'm curious as to your thoughts on the cyrus_sasl authenticator, too.
