Then you _have_ to put this router immediately above your system_aliases
router.

I now understand the importance of my router ordering. However wildcards
do not work. Do they with a different configuration?
Also--
What is the syntax for the alias file for a wildcard and what is an
example router? Is this documented in the exim.org docs?
