[Exim] Temp rejection on connect?

this is exim 4.24. I have absolutely no defers in my connect acl. Only
denys and accepts (This host vger.kernel.org [67.72.78.212] is explicitly
accepted in connect by IP, there are some denys checking hostnames before it
though). My server does IP lookups on connect. I don't understand why
there's no reason. my paniclog is 0 bytes
