The CVSROOT and keyword enhancements are server-side functionality, so
committers will be able to use any cvs client they like. For copies of the
repository, keyword expansion and read-only repository mode are useful to
have but not essential. If you use cvsup in checkout mode it does keyword
expansion.
(I like keyword expansion because it makes it easier to track down which
version of a file you have; svn doesn't support it, but since svn has a
singe revision number for the whole repository a different kind of
auto-versioning system is more appropriate anyway.)
