[Exim] Received from

In my log I see the entry

Received: from [212.74.114.39] (helo=mk-smarthost-3.mail.uk.tiscali.com)
         by bill.lut.ac.uk with esmtp (Exim 4.30)
         id 1AwMrZ-0005Ry-7E

Which is suposed to get picked up by whitelist_from_rcvd in
spamassassin. The reason it fails it that there is no hostname in the
header that is supposed to be put in there by an rdns lookup on the ip
address.

The next header is correct
Received: from ppp-0-20.nott-a-1.access.uk.tiscali.com
([80.40.72.20]:2567 helo=Sonyvaio)

So it seems my server bill is not doing an rdns lookup for this, and
checking my own emails I see it is not doing it for any. Whereabouts in
the config file is this set ?
