[Exim] tls problem

This has been going on for 5 days. Only this particular ip
address/domain. I'd block them completely but it's my wife's company.
Email to postmaster has been ignored so far. Any ideas what causes this
error and also how to get them to stop attempting tls connections since
they don't seem to handle them correctly?
