I think those who don't see a problem with widespread adoption of an
unconditional delay are either failing to consider or are seriously
underestimating the cost to legitimate large-volume MTAs (eg
smarthost mailers at large companies and ISPs) of a several-fold
increase in the average number of connections and delivery processes
active at any given time.
