[Exim] get over "domains check lookup or other defer"

Hello

I would like to pass messages marked as defered because of "domains check lookup
or other defer" to next router (and finally to other host) but cannot find the
correct way.
using the "pass_on_timeout" doesn't help.

any ideas ?
