this might not apply in your case, but if the users you want to force to
authenticate are in the networks/hosts listed in your
relay_from_hosts(exim.conf):

hostlist relay_from_hosts =@ : 127.0.0.1 : 192.168.0.0/24 : 10.10.1.0/24

...then they can send mail regardless of whether they can authenticate
or not...
