[Exim] no targets stop error

I am just getting started and trying to run the make on this program. I
get the error "no targets stop." Nothing happens. What do I have to do
to get this thing to work?

I have followed the instructions. I am running make from
/usr/src/exim/exim-4.30/Local. In the Local directory are the Makefile
and the exim.conf file along with local_scan.c.

What is going on here? Thanks.
